Edward Lemur 70ba9b453c Reland "Make it possible to run video_quality_loopback_test in swarming." 
This is a reland of 1175ecd095.

Original change's description:
> Make it possible to run video_quality_loopback_test in swarming.

> I made two changes to video_quality_loopback_test to make it possible
