Åsa Persson 18f6a99890 Change how TimingFrameInfo is passed to ReceiveStatisticsProxy. 
Instead of being stored in VCMTiming and pulled by VideoStreamBufferController, it is now passed directly after a frame is decoded through OnFrameToRender and OnDecodedFrame callbacks.
