Replace the internal `std::string` message storage in `RTCError` with `StringBuilder`. This enables the use of streaming operators to append details to error messages directly. Introduce a `LOG_ERROR()` helper as a more C++ like alternative to the `LOG_AND_RETURN_ERROR` macro. This allows for cleaner C++ syntax with a visible return statement, such as: return LOG_ERROR(RTCError(...) << "Error details");` Also introducing a static construction helper to RTCError for the commonly used INVALID_PARAMETER error type, InvalidParameter(). This is the same approach as is currently used with the OK() construction helper.
