Jordan Rose dee8de3d61 New RemoteConfig ios.libsignal.chatRequestConnectionCheckTimeoutMillis 
This controls a faster timeout for websocket connections after
detecting a network change. Like ios.libsignalEnforceMinTlsVersion,
we're storing this in UserDefaults so that it's accessible when the
Net object is constructed. For convenience, "0" is treated equivalent
to "unset" (no timeout).
