Evan Hahn 97322aaef8 Use libwebp on CocoaPods instead of our vendored one 
This should have no direct user impact.

We recently upgraded `libwebp` in
e3fa7848e5. At the time, [the official
pod][cocoapod] was out of date, so we vendored it in. It's now there, so
we should use it.
