8d9ab17a43 Treat missing pre-keys like other decryption failures
In particular, we want to send a retry request for messages sent with
pre-keys we don't have.

- Updates the `LICENSE` file

First, I removed existing license headers with this Ruby 3.1.2 script:

I'm sure this script could be improved, but it worked well enough.

Then, I created `Scripts/lint/lint-license-headers` and ran it to auto-
fix a lot of files. This changed the mode of some files, but I think
that's actually desirable. For example,
`SignalServiceKit/src/Util/AppContext.m` previously had a mode of
`0755/-rwxr-xr-x`, and it's now `0644/-rw-r--r--`.

Then I fixed some stragglers and updated the precommit script.

Omit E164 from outgoing envelopes
[Android][0] and [Desktop][1] have already removed this field. This
follows suit.

The highlights:

- `SignalService.proto` removes some fields by making them `reserved`
- `ProtoWrappers.py` updates our code generation to support addresses
  that only have a UUID (previously, you needed both a UUID and E164
  field)
- Most everything else is removing E164s

d7e6cfd901 Be more cautious treating sealed senders as high-trust e164-UUID mappings
We can only *really* trust this once the certificate validates, and
even then the certificate could be out of date. So now the mapping is
only treated as high-trust when the inner messages decrypts
successfully too.

a2edd320bb OWSMessageDecrypter should use destinationUuid to choose local stores
Note that on its own this doesn't change behavior of the app;
OWSMessageProcessor still drops non-ACI messages even attempting to
decrypt them.
