3eaeb4e0ec Add read receipts manager. 
* Simplify read receipts plumbing.
* Rework incoming read receipts handling.
* Rework outgoing read receipts handling.
* Make "database view registration complete" check thread-safe.
* Don't send sync messages to self if no linked devices.
