Dave Collins 19811f055c
blockchain: Consolidate no treasury bal errors.
This removes the error type definition for when a treasury balance does
not exist for a block in favor of the new context error wrapping an
error kind that can be detected by errors.Is.

It also updates all callers in the repository to account for the change.
