connmgr: Fix dynamic ban score stringer deadlock.
This allows the stringer for the DynamicBanScore type to be used without
deadlocking.

This is a port of the same fix in btcd along with improved test
coverage.  Credits to Jin <lochjin@gmail.com> for the fix.
