release: Add example OpenBSD rc.d service script

This script removes the default file logging, instead preferring to
write all stdout and stderr (including panic traces) to syslog.

This adds example service files to run dcrd as a system service for systemd and
illumos SMF.
Waiting on an rc.d before this is merged...

Add version to btcctl.
...
This commit adds version information to btcctl. The plan is to keep
it in lock step with the btcd version. It also updates the release script
so the version file is updated automatically with the btcd one.
