Rusty Russell b470ae2c73 plugins/libplugin-pay: use gossmap. 
This is a fairly direct translation.  Even so, it should be faster in
most cases, and and we can do more sophisticated things if we want.

This also handles disabled channels better.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
